Girly I'd just use blue eyeshadow, and then top with a blue mascara for hold :) if you're looking for specific shades to match that blue, I might be able to find a few if you give me a minute.

I usually use a color from an elf palette when doing colored eyebrows :) I use the NYX chunky eye pencil in milk and groom the eyebrow and then apply the desired shade:)
