I don't think the hair color really suits you, but if you really want to get it then get it.
No on the brows and I will explain why. Everyone has different face shapes that work with different brow shapes. I would go get your brows done somewhere and have the person find what brow shape will look the best. They will actually shape your brows to work with your face shape and frame your eyes.

Renay's actually right, you naturally have the brow shape that suits your best so just get your brows cleaned up rather than completely changing the shape (:
