Best Eyeliner For Waterline?

I have tried so many different eyeliners for my waterline and I can not find one that will not smudge and smear under my eye.. does anyone know one that is good for using to make eyelashes look for full and won't smudge and smear?

I went yearssss wearing eyeliner on my waterlune every day lol!! The only thing that lasted all day without moving was mac eyeliner pencil! There was a drugstore brand too but I can't remember.

Milani liquid eye liquid like eyeliner pencil worked for me. So did Rimmel Gel liner.

I honestly just use a gel eyeliner they will not smudge or fade unless you want them to. when I really want the eyeliner in my waterline to stay I always use NYX gel eyeliner, it actually pretty hard to get off too.
