Clothes and Hair, Help?

Ok, so I look horrible and I really want to change my look so that I feel more confident, I need help, I will attach some photos of what I want but I have no clue how to buy good clothes that aren't off the charts expensive, I have blue eyes and I want my face to look really good, I am really talk already so please no heels, I have blonde hair but have no idea how to style it so it is almost always in a pony tail. I also wear sweats and a t-shirt a lot. Help?!
