My favorite is L.A. Colors Liquid Eyeliner in Black! It's long lasting, pigmented, and only costs $2 where I'm from! I've tried multiple other liquid eyeliners and none of them can compare! :)

This is quite a high end suggestion but I really love my marc jacobs beauty magic marc'er precision pen waterproof eyeliner. it's $30 at sephora but it is so worth it! it's very matte & pigmented compared to other liquid liners I've tried. it's so easy to use & really does not budge all day! I will say it's a bit of a hassle to remove but that's because it really does its job!

The applicator is easy to use.
A more expensive eyeliner I like is Maybelline stiletto's liquid eyeliner--- the applicator is a dream to use and it taught me how to do eyeliner for the most part! Here's a pic of it
