Natural matte- all matte
Natural eye- Matte and shimmer
The problem is that I have a lot of shimmer palettes and only a couple good matte shadows

Personally, I would go for the natural matte palette. the colors are really nice and pigmented, and you can make a lot of looks with it, especially if you have a lot of shimmer palettes.
