Use a powder to start off and just follow the shape of your natural brow. You can buy a two in one Brow kit (I have one by maybelline) so you have a liner and a powder. Liner is to shape, powder's to fill. I find it works great!

I would recommend using a shadow to fill in your brows that's 3 shades lighter if you have dark hair or 3 darker for light hair use an angled brush to fill them in with small strokes then use a spoolie to brush them out

It's important to make sure whatever you use to fill them in is an ASHY color and has no red tones in it. Red tones will make your eyebrows look fake. Eyeshadow is more natural, but pencil will last longer. Pick a shade 1-2 shades lighter than your hair color. Start at the tail and work your way in, filling in areas that are sparse. I would suggest setting them with a clear mascara or brow gel, as it makes them look more crisp and keeps the color in place longer. Hope this helps!:)

Personally find powders to start off with are pretty difficult & also finding the right color...my preference so start off with is pencil you can easily outline the shape of your brow & lightly begin to shade in with just small strokes till you find what you like it also does last you longer than eyeshadow. It won't look as messy either but don't define it too much till your comfortable enough because you also don't wanna get harsh brows. Good luck :)
