Have you tried something like chiffon? I have a few skirts made out of it and they're great because they look flattering, they're airy and they don't cling to my hips or thighs.

I know this sounds old-fashioned but maybe if you tried a shirt slip underneath your current ones it would keep the material from clinging.

I would buy a bigger sized skater skirt and just get the waist tailored.
