I have no experience with dye, but that is such a gorgeous color and I think you could totally pull it off (: You may want to use an app called the hunt. You would basically upload this picture and ask everyone what brand/color they think this is and everyone on there can try to find close results if not the exact thing! It's really helpful when you're looking to find something specific, but you just don't know where to look!

It looks like a light blue with a purple mixed on top, like a purple shampoo. You could get a similar result woth manic panic blue steel and a bit of a purple like ultra violet. I had similar when trying to fade blue into purple using just purple in my shampoo. You'd have to fade the red completely though or it'd be pink toned.
