I think your skin is oily because you use harsh skincare products that strip it of the oils so it overcompensates with more oil production - I think if you switch to more gentle products then that will help - also stick with oil free moisturizers and make sure you moisturizer deeply at night with a heavy cream or an oil like jojoba oil to tell your skin it's ok it doesn't need to produce so much oil - that's what I would suggest and that has helped me with my oily skin - but at the same time you need recognize that oil production of your skin is also genetic - you can't control it even if you tried

I agree with Diana. Switching over to sulfate-free types of cleansers won't dry out your skin causing an overproduction of oil.

I'd also use a moisturizer with glycerin. I wouldn't necessarily say oil-free though. I had super oily skin and felt oil-free moisturizer made my skin feel... Not moisturized? And made me produce more oil but it could depend on the person.

You could carry around blotting sheets which blot the oil away throughout the day.
I've heard women get those papers used for perming and use them as blotting paper cause it's the same type of paper but you can get a bunch for a few dollars.

You could also carry around a small jar of pure Kaolin Clay as a blotting powder. I believe it's translucent and inexpensive and very commonly used in products to help with oily skin like those clay masks
Or even rice powder which I've personally use. And it works great
