For starts, I would recommand using a pencil or a cream+ eyeliner brush, so you have more control than with a liquid eyeliner.
you start from the inner corner of your eye to the outer corner, trying to keep the line as close as possible to the lashes. you can make small, controlled strokes

I personally would stick with a pencil eyeliner when starting out. cream & liquid liners are tricky to handle, especially fot beginners. definitely give them a try once you have some experience because they give you a starper line & often a deeper black.
for simple eyeliner I like to line my upper water line & do a tight line on my upper eyelid. doing this makes your lashes appear to have more volume.
