Is this just glitter on top or sandwiched? I wanted to use these and do a sandwich but I see you may have beat me to it! :)

It is sandwiched, since Don't Touch My Tutu is so sheer it really shows the glitter if you do only one coat over the glitter, I think two coats would look really pretty too though!
