Hello :) this might seem like a very newbieish question (but hey, I am still a newbie, only have about 350 cosmetology hours) but, what did you use to do this? Was it an eyeliner pencil or what?
I'm looking to do a lacy design in a fantasy makeup contest I'm entering at my school so that's why I'm asking

I know this was forever ago and you never received an answer, but in my opinion that's definitely liquid liner. It's not matte enough to be a gel or pencil.
